The Italian Institute of Resilience at REAS

The Center for Civil Protection System Studies – Italian Resilience Institute will also be present this year at the 2019 edition of REAS. The activities of the Civil Protection System are now a fixed point of reference within the fair and this year courses and activities will also be proposed.

The Civil Protection System was founded in 2009 as a telematic technical magazine (www.sistemaprotezionecivile.it) and in 2010 it was enriched with a study center. The institute develops activities in the field of Disaster Risk Reduction (DRR), adopting the United Nations Guidelines – International Strategy for Disaster Reduction (UN-ISDR) such as the Hyogo Framework for Action (HFA 2005-2015) and the Sendai Framework for Disaster Risk Reduction 2015-2030 (2015-2030).

The main purpose of the Study Center is the construction / reinforcement of disaster-resilient communities, ie the mitigation of the consequences of extreme events and the consequent reduction of the emergence magnitude. To achieve this, it operates in the three sectors of Security, Civil Protection and Civil Defense with a view to promoting a “culture of prevention” in the three areas of Disaster Management, Disaster Mitigation and Disaster Preparedness, through actions of an informative, formative and informative nature. of research.

The Italian Army at the International Emergency Exhibition

The 2019 edition of REAS, the International Emergency Exhibition, will see for the first time the participation of the Italian Army which will present to all the specialists in the sector, some of its prized assets able to work in support of the Civil Protection in the event of public calamities – such as in areas hit by seismic events, in the case of exceptional snowfall and floods, or in fire prevention campaigns – in addition to its primary mission of defending the homeland and national interests.

The Alpine Army Troops will therefore be present, probably the best proof of how the synergy between the Armed Forces and Civil Protection is able to ensure better compliance with emergency situations. The Engineers of the 32nd Guastatori genius regiment of the Taurinense Alpine Brigade will exhibit vehicles and equipment used several times in Liguria, Piedmont and Abruzzo, while the Meteomont specialists will present their fundamental activity of avalanche risk prevention in the mountains.

Trained and prepared for every type of use, in climatic conditions and in prohibitive territories, the Alpine troops are in possession of all those abilities that make them able to intervene – at the request of the competent authorities – to support the Civil Protection and other Institutions in helping the population, integrating synergistically and effectively in emergency management.

This ability has been implemented in recent years following the numerous interventions in the field, but even more thanks to continuous joint exercises with the Civil Protection at provincial, regional and national level. Alongside them there will be the structures of the National Alpine Association, which will present their different Civil Protection specialties, excellences of the “alpine” commitment in which solidarity and efficiency come together in a combination of experience and organization at the service of the citizen.

What will be exhibited at REAS 2019 by the Alpine Troops and the National Alpine Association will again be exercised in November in a great exercise of Civil Protection called “VARDIREX 2019”.

The VARDIREX (Various Disaster Relief Management Exercise) is a civil protection exercise that will see over 500 men on the field, an expression of the professionalism of the Armed Forces and the National Alpine Association with the support of the Civil Protection Department. The operational areas identified in two Regions (Liguria and Lombardy) will see a contemporary intervention in different emergency situations, with the aim of verifying the procedures and the interoperability between the components involved in rescue operations during public calamities.

Confirming the international nature of REAS, the choice of speakers for the ANCI conference entitled “The management of the post-emergency between professionalism and voluntary work” to be held on Friday 4 October fell on two leading figures in the fire-fighting sector in Germany.

After the initial greetings and a brief introduction of the works, speakers will be Hartmut Ziebs, president of  Deutscher Feuerwehr Verband and Dirk Aschenbrenner on VFDB – German Fire Protection Association on the following topic: “The role of the voluntary professional in emergency management ”.

The invitation to the conference was welcomed by both of them, who immediately expressed their willingness to personally participate in REAS 2019 to present the next edition of INTERSCHUTZ, the world’s leading trade fair for fire and rescue services, civil protection and security, to be held in Hannover from 15 to 20 June 2020.

The 2019 edition of REAS will be characterized by greater attention to the fire prevention sector, as evidenced by the growth of its exhibition offer.

The presence of the Forestry Corps and Civil Protection of the Friuli-Venezia Giulia Region, together with AIB Piedmont and Lombardy-Parco Ticino, is confirmed from the world of the forest fire.

Also joining this year is a delegation of volunteer firefighters from Slovenia, Italian speaking and led by the regional commander, as well as specialized personnel from the Carinthia region (Austria), who will show some fire-fighting vehicles and a special vehicle to REAS for AIB.

The forest firefight will also be the protagonist on Saturday 5 October with the third edition of the AIB Round Table to take stock of the situation on what has been done so far and on the measures and proposals to improve the prevention actions and the active fight against fires.

The 2019 edition of REAS International Emergency Exhibition hosts the debut of the first A.I.B Triathlon Trophy “Giuseppe Zamberletti”, promoted by Prociv Italia and expressly addressed to associations and municipal groups.

The event will take place on Saturday 5 October, with the aim of assessing the capacity of volunteers in a series of time trials.

At REAS 2019, the traditional meeting dedicated to forest firefighting, now in its third edition, is confirmed. In the Round Table, scheduled for Saturday, October 5 starting at 2 pm, the representatives of the Institutions, Bodies and Volunteers working in this sector will discuss both a “hot” analysis of the AIB 2019 winter and summer campaign, and on the measures and proposals prepared by the AIB interinstitutional technical committee to improve prevention and active fight against fires.

Presidents of the DPC, CNVVF, inter-institutional AIB, ANCI, Carabinieri forestry representatives and a representative figure, at national level, of the AIB Volunteer will preside over the work of the Round Table.

The works will give more space to the world of AIB volunteering and local operators in the sector. The representatives of the AIB Volunteers coming from the various regions will pose questions and questions to the speakers table, concerning assessments on the AIB campaign of 2019 and on the measures adopted or still to be adopted to generally improve the national AIB system.

The objective of the initiative is to encourage feedback from the world of volunteering and local operators, about the effects of the work done at national and regional level by the institutions and the CNVVF, to make the AIB system more effective and efficient. Solidarity during and after emergencies will be the main theme of the round table “Beyond the emergency: the value of solidarity”, scheduled for Friday, October 4 in the framework of REAS International Emergency Exhibition at the Montichiari Exhibition Center (BS).

Mario De Carolis, mayor of Cascia (PG), the central Italian city badly hit by the earthquake of 2016, and Sabrina Licheri, mayor of Assemini will be attending the meeting promoted by Prociv Italia, the National Volunteers Association for Civil Protection and Health. In the round table moderated by Andrea Ursillo, a former official of the Presidency of the Council of Ministers – Civil Protection Department, the theme of solidarity in communities hit by natural disasters will be explored, with particular attention to the management of the post-emergency phase.

The opening of the meeting will be reserved by Emilio Garau, national president of Prociv Italia who will illustrate in detail the experience put in place at the Municipality of Cascia, with the initiative “Sa Paradura – A thousand sheep for Cascia”.

Prociv Italia intervened in the Municipality of Cascia, one of the hardest hit by the earthquake of 2016, at the disposal of the Presidency of the Council of Ministers – Department of Civil Protection. In three long months of activities aimed at managing the emergency, the relationship of strong human proximity between volunteers and local citizens has favored the birth of numerous charity initiatives, among which the one called “Sa Paradura” of 1, 2 and 3 stands out April 2017.

Sa Paradura is one of the cornerstones of Sardinia’s pastoral society. In the ancient communities of shepherds, in the event of disasters, it was customary for each farmer to give a sheep to his colleagues most affected by the disaster, so as to give them the opportunity to resume their activity and recover through work.

In January 2017, Emilio Garau (Prociv Italia) and Gigi Sanna (Istentales) proposed “Sa Paradura” to the municipal administration of Cascia. Once the administrative difficulties had been overcome, the organizational machine was set in motion and, in the days from 1 to 3 April, took the form of a donation of a thousand sheep to the Municipality of Cascia. The initiative was a real help for the local community and, at the same time, a big party dedicated to friendship and cultural exchange.

To seal this bond of brotherhood, a year later, from 1 to 3 June 3018, the shepherds of Cascia brought back to Sardinia some lambs born of the sheep received as a gift and a statue of Saint Rita donated to Prociv Italy as a sign of gratitude.

The round table scheduled at REAS on 4 October, in addition to exploring the issue of post-emergency management, will be an opportunity to illustrate the contents of this solidarity initiative fielded by Prociv Italia, through the voice of the protagonists.
