On Friday 4 October 2019, within the REAS program, the round table “Beyond the emergency: the value of solidarity” was held, organized by Prociv Italia, which was attended by several mayors whose communities were affected by calamitous events. Among these, Mario De Carolis, Mayor of Cascia (PG) and the councilor for social policies Monica Del Piano, involved in the Central Italy Earthquake of 2016; Fabrizio Toselli Mayor of Cento (FE) formerly Mayor of Sant’Agostino, involved in the 2012 Emilia earthquake; Roberto Chissale, Mayor of Agordo (BL), involved emergency weather in 2018; Severino Andrea De Bernardin, Mayor of Roccapietore (BL), involved emergency weather in 2018; Sabrina Licheri, City Mayor of Assemini (CA), involved in flood emergencies.

The round table was an opportunity to present the solidarity initiatives that were to deal with emergency situations, among which the initiative of the Sardinian shepherds, organized by the Prociv Italy, which exported to the Municipality of Cascia was distinguished their model of solidarity called Sa Paradura.

The debate was intense, participatory and engaging. In addition to the exhibition of the many and qualified solidarity initiatives recorded following the recent emergencies, the debate has also focused on the present and future phase of the necessary restoration of ordinariness and reconstruction which, in the opinion of the intervening mayors, is strong delays.

Some interventions have shown that this criticality could be attributed to the emergency management model and to the reference regulatory framework that appears, in some situations, to be confused. Others have also paid attention to the criticality attributable to the continuous replacement of the commissioners responsible for reconstruction. With reference to these arguments, political management and the difficulty of giving certainty to the “Country model” in a situation where the consolidated subsidiary model of institutional action seems to be under discussion was called into question.

In all the interventions, the need emerged to streamline the regulatory framework of the sector and to remove the cumbersome procedures. To this end, it appeared useful, from various interventions, to overcome delays and fully implement Legislative Decree 1/2018 through the issuing of the directives and decrees provided therein, especially the directives concerning the participation of citizenship and volunteering organized for civil protection activities.

Excellent feedback for the Trofeo Canine Rescue Unit Trophy which enriched the REAS International Emergency Exhibition days, crossing the finish line of the fourth edition.

With the 2019 edition, the Trophy has set itself a great social goal, that of contributing to the rebirth of the city of Accumuli, seriously affected by the earthquake that involved Central Italy in the summer of 2016.

The top 5 finishers in the mixed category, in fact, won a training weekend, right in the Rieti municipality, followed by an important technical staff.

The visit by the architect Corrado Volpetti, Accumuli’s municipal councilor, was significant. He reiterated how proud the city is to host these two days of training and celebration, scheduled for June 2020.

“This year more anchors than the other years we have engaged in this Trophy precisely because, on 6 and 7 June 2020, in the city of Accumuli there will be a post Trophy edition to support the populations”, declared Marica Montanari, on behalf of the Schiavi Tailoring, official sponsor of the event. “We believe in the rebirth of Accumuli and for this reason we want to make known the new activities that are growing.”

The testimony of Claudio Cristalli, managing director of Nutrix Più, was also touching and significant, a company that suffered serious damage during the 2016 earthquake.

It was a special honor for the organizers of the Trophy the presence of the Head of the Civil Protection Department Angelo Borrelli who, on the occasion of his speech, explained the importance of canine activities and the particular role played by rescue dogs in the system of Civil protection and emergency management. Finally, the video message of Colonel Di Caprio, known as “Captain Last”, was very welcome and he wanted to emphasize the importance of the work of the voluntary associations that lend themselves to save lives.

The real protagonists, however, are the participants of the Trophy who, together with their wonderful life companions, came into play facing a demanding competition, again this year judged by the International judge IRO Mirka Nekack, who reached the REAS from Slovenia, present with great joy and pride since the first edition.

All canine rescue units, regardless of the color of their uniform, are used daily throughout the world to support human activities with the common goal of saving lives. As evidence that in the emergency, even the 4-legged “Angeli del Soccorso” operate relentlessly in a real race against time to “sniff” the presence of survivors.

The 2019 edition of REAS, the Montichiari Exhibition Center event dedicated to the emergency sector of civil protection, first aid and fire prevention, closes with very positive data. From 4 to 6 October, the International Emergency Exhibition recalled 23,246 operators and volunteers to Montichiari, confirming its leadership among Italian trade fairs in the sector. The 2019 edition, in particular, in addition to a complete overview for the civil protection and first aid sector, saw a significant increase in exposure to fire protection, with the presence of the main brands and an increase in interest among operators specialized. An event that takes place at the top of the national level and now looks to Europe, as underlined by the Head of the Civil Protection Department Angelo Borrelli who, in the presence of the authorities, wanted to thank “all women and men volunteers and professional operators that guarantee the high standards of operation of the Italian civil protection and emergency management system“. High standards resulting from synergistic collaboration, as reiterated by the Army Corps General Claudio Berto, Commander of the Alpine Troops, present for the first time at REAS: “I am here to witness the important contribution that our readily usable assets, present above all in the genius regiments with the name PU.CA, or Pubblic Calamità, guarantee in case of intervention in the most varied emergency phases on our territory”.

The 2019 edition of REAS saw for the first time the participation of the Italian Army Troops Alpine which presented at the fair to all the specialists in the sector some of its prized assets able to work in support of the Civil Protection in the event of public disasters – such as in areas affected by seismic events, in case of exceptional snowfall and floods, or in fire prevention campaigns. Particularly significant was the exercise-demonstration promoted in the outdoor area on Sunday, a joint operation with an AVES helicopter on AB 205 helicopter and highly specialized personnel of the 3rd Alpini Regiment of Pinerolo together with an ANA rescue team ( National Alpine Association).

Another networking opportunity was the AIB Round Table promoted by the “Italian Civil Protection” magazine which involved all the institutional and operational components of the forest fire fighting sector. Among the special contests hosted by REAS, the fourth edition of the Trophy Dog Trophy was confirmed to be a success, full of innovations particularly appreciated by professionals, to which was added the first edition of the Triathlon A.I.B. Trophy “Giuseppe Zamberletti”, promoted by Prociv Italia and expressly addressed to associations and municipal groups.

REAS 2019 concludes, therefore, in the name of optimism. The dates of next year’s edition are already set for 2, 3 and 4 October 2020.

The Territorial Social Healthcare Agency of the Spedali Civili of Brescia will participate in REAS with simulations of cardiac arrest patients to which an ECMO system will be applied.

ECMO is a cardiac and / or respiratory mechanical support technique used in patients where normal conventional intensive techniques have failed, one of which is the management of the patient in refractory cardiac arrest.

The demonstrations proposed during REAS will last about 30/40 minutes for two / three times a day and include the following phases:

– Simulation of a cardiac arrest
– Beginning of resuscitation maneuvers (BLSD – ALS)
– Possible use of the Lucas system – Ecmo team intervention
– ECMO positioning
– Transport of the patient

During each simulation, all the phases of the system will be explained and, eventually, there will be space for questions from the public.

The purpose of these simulations will be to show a technique of renewed e ectiveness that in recent years is taking more and more solidity even for the comfortable results given by the literature, in order to give, even inspiration to the realities that do not yet know this method.

The demonstrations will see the doctors and technicians of cardiocirculatory physiology and cardiovascular perfusion of the Spedali Civili of Brescia.

This year the organization ANPAS Lombardia will focus its presence at REAS on the value of SKILLS: the Rescue Operators are technically trained so that their work is always professional; the Volunteers of the Associations develop and use their human and relational skills in order to interact effectively with people, even in situations of great difficulty; and again the personnel who carry out rescue and medical activities acquire the skills that guarantee the ability to work in different situations and contexts, always protecting first and foremost their own safety.

The space available to ANPAS Lombardia will be Pavilion 4: a large area that will allow to carry out various activities and attract visitors with different interests, in which we will talk about Health Aid, Civil Protection, and the future of Volunteering.

Particular importance will be given to the subject of training with a dedicated calendar, open to all ANPAS volunteers and not only; furthermore there will be an area dedicated to discussion, to confrontation with knowledge: the growth of the Movement and of the Volunteers also passes through the ability to evolve, to respond to new needs, to change with respect to consolidated habits. Finally, there will be the opportunity to relax and have fun, with a special event organized on Saturday 5 October at 4pm.

These are the words of President ANPAS Lombardia Luca Puleo: “We are happy to be at the REAS – International Emergency Exhibition – and we believe that today it is important to talk about skills at 360°, an issue that ANPAS has always focused on, for all activity that it carries out. Today more than yesterday it is fundamental that the Volunteers are able to face increasingly complex contexts, we have the duty to provide Training and tools to be able to act in this sense. Without forgetting that the smile and the ability to listen are two of the “intangible” fundamental skills in the activities we carry out, most of the times in contact with fragile people or those who are going through a difficult moment. S332, better known as Super Puma, as the giant multi-purpose helicopter of the French manufacturer Aérospatiale is called. It is a true all-rounder in civil protection missions. If necessary, he can evacuate more than 25 people or transport rescuers. In forest firefighting missions it brings thousands of liters of water into its external cargo tank.

In addition, loads over 4 tons can be transported. The specialized operator HELI AUSTRIA, which has in use more than thirty helicopters of different types, this year was again operational with this air giant in fire services in southern Italy.
The experience was very positive, as the helicopter proved to be very agile despite its size. In addition to the Super Puma, his little brother H125 Écureuil will also be present at the fair.

This agile means will be used in collaboration with Misericordie d’Italia to hold courses on the correct approach to the helicopter. In addition, every day panoramic flights can be booked on-site at discounted prices.
